Racks and stands are usually welded wire and tube products, and on that type of construction the weld is the weak point in a way it is not on a folded panel. Two reasons: the weld is the hardest place for a coating to cover evenly, and it is often the place where water sits if the product is cleaned with a wet cloth. Rod ends are therefore closed rather than left open, welds are cleaned and passivated rather than left as welded, and the rack is checked for stability with a full load at the top, since that is the condition that tips a free-standing stand over.
