ISPM 15 (Wood Packaging)
What is ISPM 15?
The International Standards for Phytosanitary Measures No. 15 (ISPM 15) requires wood packaging materials to be treated to prevent the spread of pests and diseases. This standard applies to all wood packaging used in international trade, including pallets, crates, dunnage, and spacers.
Treatment Methods
Heat treatment (HT): wood heated to 56°C core temperature for at least 30 minutes. Most common treatment method. Methyl bromide (MB) fumigation: chemical fumigation. Being phased out due to environmental concerns. Some countries have banned MB.
IPPC Marking
Treated wood packaging must be marked with the IPPC (International Plant Protection Convention) mark. The mark includes: IPPC symbol, two-letter country code, unique facility identifier, treatment code (HT or MB). Mark must be visible on at least two sides of the packaging.
Compliance
Use only ISPM 15-compliant wood packaging for export. Purchase pre-treated packaging from certified suppliers. Maintain documentation of treatment. Do not use untreated wood for blocking, bracing, or dunnage. Non-compliant wood packaging will be rejected at destination port.
Packaging for Different Transport Modes
Ocean Freight
Most common for sheet metal export. Long transit time (2-6 weeks). High humidity environment. Rough handling at ports. Container loading required. Packaging must withstand: vibration, compression from stacking, moisture, temperature changes, multiple handling events.
Air Freight
Fast transit (1-5 days). Weight-sensitive pricing. Lower vibration and impact risk. Packaging can be lighter than ocean freight. Consider dimensional weight for pricing. Use lightweight materials.
Truck (Cross-Border)
Moderate transit time. Vibration from road transport. Border inspection. For shipments to neighboring countries. Follow ISPM 15 for wood packaging.
Rail
Growing mode for Asia-Europe trade. Long transit time. Vibration and temperature variations. Double-stack containers. Packaging must withstand extended transit.
Marking and Labeling
Shipping Marks
Standard shipping marks: consignee name and address, port of destination, package number (1 of N), gross weight, net weight, dimensions, country of origin. Marks should be: permanent (stenciled or printed), weather-resistant, on at least two sides.
Handling Instructions
Pictorial handling marks: fragile, this way up, keep dry, stack limit, sling here. ISO 780 symbols are internationally recognized. Marks should be on multiple sides for visibility from any angle.
Regulatory Labels
Country of origin label. Handling hazard labels if applicable. Wood packaging IPPC mark. Dangerous goods labels if applicable. Any destination-specific labels.
Barcode Labels
Product identification barcode. Quantity barcode. For automated tracking by carrier and receiver. Place on multiple sides for scanning accessibility.
Dangerous Goods (If Applicable)
When Sheet Metal Products Are Dangerous Goods
Some sheet metal products may be classified as dangerous goods if they contain: batteries, pressurized gas, flammable materials, magnetized materials. Most plain sheet metal products are not dangerous goods.
IATA (Air), IMDG (Sea), ADR (Road)
If products are dangerous goods: follow IATA Dangerous Goods Regulations for air freight. Follow IMDG Code for sea freight. Follow ADR for road transport in Europe. Packaging must meet UN specifications. Documentation required: Dangerous Goods Declaration.
Packaging Documentation
Packing List
Detailed list of contents. Include: product description, part number, quantity, weight, dimensions, package number. Packing list inside package and outside package. Multiple copies for customs and carrier.
Certificate of Origin
Documents the country of manufacture. May be required for preferential tariff treatment. Chamber of Commerce certification may be required. Specific format may be required by destination country.
Wood Packaging Declaration
Statement that wood packaging complies with ISPM 15. May be requested by customs or buyer. Include IPPC mark information. Keep treatment certificates on file.
