ISPM 15 (Wood Packaging)

What is ISPM 15?

The International Standards for Phytosanitary Measures No. 15 (ISPM 15) requires wood packaging materials to be treated to prevent the spread of pests and diseases. This standard applies to all wood packaging used in international trade, including pallets, crates, dunnage, and spacers.

Treatment Methods

Heat treatment (HT): wood heated to 56°C core temperature for at least 30 minutes. Most common treatment method. Methyl bromide (MB) fumigation: chemical fumigation. Being phased out due to environmental concerns. Some countries have banned MB.

IPPC Marking

Shipping Marks

Handling Instructions

Pictorial handling marks: fragile, this way up, keep dry, stack limit, sling here. ISO 780 symbols are internationally recognized. Marks should be on multiple sides for visibility from any angle.

Regulatory Labels

ISPM 15 is the one to check first, because it is a hard requirement applied at the border and because the mark has to be on the wood itself. Using compliant, marked pallets and crates is cheap; discovering at the port that a subcontractor supplied untreated dunnage is not.

Does ISPM 15 apply to plywood and engineered wood?

Processed wood products such as plywood, oriented strand board and particle board are generally outside its scope because of how they are manufactured, while solid wood pallets, crates and dunnage are within it. Confirm with the supplier and check for the mark on solid wood.

Should packaging be performance tested for every product?

For a new product or a new distribution route, yes. Once a pack design has a proven record on the same route, testing can be reduced to a periodic check and to any change in packaging or product.
